The overall objective of the assignment is to prepare the Concept Master Plan and preliminary technical design of the future wholesale market based on the functional programme developed by SEMMARIS.
The Consultant shall review the proposed programme, assess its technical feasibility, optimise its spatial organisation and prepare the preliminary architectural and engineering studies required to support the investment decision.
The Consultant may recommend justified adjustments to the proposed programme where these improve operational efficiency, constructability, phasing or long-term project sustainability.
